Planning Success: Agricultural and Equestrian Development Approved in the Bracknell Green Belt
The Challenge
ET Planning was appointed to secure planning permission for two significant developments at Windmill Farm, a 30-hectare rural estate in Warfield, Bracknell. The proposals included a new cattle shed to support Dexter x Wagyu beef production and a stable block for training polo horses—both located within the Bracknell Forest Green Belt. This dual proposal aimed to enhance agricultural productivity and diversify equestrian operations, but it faced key planning challenges: Both buildings were located within the Green Belt, where development is tightly controlled. The size and scale of the new buildings needed clear justification under national planning policy. Rural access, transport impact, and landscape integration were all matters requiring detailed evidence.
Our Approach
ET Planning worked collaboratively with consultants and the local authority to deliver a policy-compliant, commercially robust planning case. Agricultural justification: We demonstrated the operational need for a 900 sqm cattle shed to support specialist Dexter x Wagyu beef production, improving animal welfare and farm efficiency. Equestrian diversification: We supported the case for a 500 sqm stable building for polo horse training as part of a rural diversification strategy, bringing new revenue streams to the estate. Green Belt policy alignment: Working with Reading Agricultural Consultants, we ensured that both proposals met the NPPF’s tests for appropriate development in the Green Belt. This included demonstrating functional necessity and sustainability. Transport and access: Stunt Consulting provided transport assessments to confirm the developments would not compromise rural access or local infrastructure. Collaborative planning strategy: We engaged early with planning officers, addressed consultee concerns, and structured both applications to minimise planning risk. Both applications were approved, unlocking future growth for Windmill Farm while preserving the character and openness of the countryside.
