Planning Permission Secured for Expansion of Two Gypsy and Traveller Sites in Wokingham
The Challenge
ET Planning was instructed to support two separate applications for the expansion of established Gypsy and Traveller sites in the Wokingham area. Both sites aimed to increase their number of pitches significantly to meet local need and make more efficient use of the land. These applications faced familiar challenges: Reconfiguration of existing, lawful sites to accommodate additional pitches. Demonstrating compliance with national and local planning policy for Traveller sites. Ensuring no adverse impact on local character, amenity, or visibility from public viewpoints. Our Approach
ET Planning prepared detailed planning statements and managed both applications from submission to approval, setting out clear justification for the proposals in line with national and local policy. Application 1 – Finchampstead The site already hosted four lawful pitches, amenity blocks, and a stable, but lacked a coherent layout. We proposed a reconfiguration of the site to create eight well-structured pitches, each with a mobile home, touring caravan, day room, storage building, and amenity space. The application highlighted the absence of visual or environmental harm, and demonstrated how the scheme would contribute to addressing the borough’s need for additional Traveller pitches. Wokingham’s Planning Committee approved the application, recognising the efficiency and clarity of the revised site layout. Application 2 – Barkham This application proposed expanding a three-pitch site to accommodate eight pitches, subject to the demolition of certain buildings. The site was well-screened and not visible from public roads, limiting any landscape or visual impact. Our submission emphasised land efficiency and alignment with the borough’s strategic goals for Traveller accommodation. With the success of the Finchampstead application, the Barkham scheme gained positive momentum and was subsequently approved. Supporting Policy Context For both sites, ET Planning’s statements referenced: Planning Policy for Traveller Sites (PPTS): Including the requirement to increase the number of sites in appropriate locations and support sustainable development. National Planning Policy Framework (NPPF): Paragraph 38 was central—requiring a proactive and positive approach to decision-making. Local Plan Policies: Both proposals demonstrated compliance with strategic local objectives for site identification, efficient land use, and sustainable development. The approvals mark a strong outcome for both clients, ensuring lawful expansion of sustainable Traveller sites in line with national guidance and local need.
