Redevelopment of sought after town centre site in Wycombe

The Challenge

Fortitude Investments Ltd engaged ET Planning to lead the redevelopment of a centrally located site in High Wycombe, comprising Albany House and the Hillside Centre on Leigh Street and Upper Green Street. The proposed scheme included 47 new residential flats (25 x 1-bed and 22 x 2-bed) and 881 sqm of commercial space across seven new units. Despite its strong town centre location, the site presented a number of planning challenges: It was designated as employment land within the Bucks (Wycombe Area) Local Plan. Albany House was a non-designated heritage asset within the Leigh Street Furniture Heritage Conservation Area. Retaining the historic core of the site through a sensitive conversion, whilst proposing new build elements which respected its character and met wider policy goals. Running a viability case in respect of a number of proposed s106 contributions. Balancing the site’s mixed-use potential with policy constraints and heritage sensitivities was central to the planning case.

Our Approach

ET Planning developed and submitted a detailed planning application following proactive engagement with local residents and the local planning authority through the pre-application process. Employment land strategy: We made the case that the site’s redevelopment would result in net economic benefits through modern commercial units and enhanced footfall, despite the loss of some traditional employment floorspace. Heritage-led design: By retaining and converting Albany House, we delivered a viable long-term use for a non-designated heritage asset, consistent with its conservation area context. Sustainability justification: The site’s central location, access to public transport, and re-use of brownfield land were key to demonstrating compliance with sustainable development principles. Viability evidence: ET Planning prepared a detailed viability assessment to support the proposed residential mix and balance of uses. Community engagement: ET Planning undertook a local consultation exercise informed design amendments and supported a constructive dialogue with planning officers and the community. The application is now under consideration, with a comprehensive planning case built around regeneration, sustainable urban living, and the sensitive reuse of under-utilised land in central High Wycombe.
